We are witnessing changes in many areas in our country within the framework of harmonization with the European Union. In this context, it is very important to follow the innovations, improvements and revisions and to be able to apply them in our country. In this article, the expectations from us and what they mean from the standards, legislation and regulations that have been recently published or revised are discussed.
REACH stands for Registration, Evaluation, Authorization and Restriction of Chemicals. The purpose of this regulation, which gathers many legislations related to chemicals under a single roof, is to provide a higher level of protection for human and environmental health and to share this information with the society by having more information about chemicals.
In this context, it has restricted the sale and use of cement and cement-containing preparations, dry cements and cementitious mixtures containing more than 0.002% water-soluble hexavalent chromium when hydrated.
The EN 196-10 standard has been published within the work program of the CEN/TC 51’’Cement and Construction Lime’’ Technical Committee in order to ensure compliance with the requirements of the 2003/53/EC directive regarding the reduction of the amount of Chromium VI used in the cement by the manufacturers.
TS EN 197-5 “Cement – Part 5: Portland-composite cement CEM II/CM and Composite cement CEM VI” standard was published by TSE as of 30.09.2021. In the standard, 5 different cement types are defined under 2 main different types of cement, namely the slagdominated new CEM II/CM type and the completely new CEM VI type. It is stated in the standard that the performance requirements of the products are determined directly according to the limit values in TS EN 197-1 and that further evaluations of the factory production control should be made in accordance with the TS EN 197-2 standard.
As stated in a note in Article 8 of TS EN 197-5, the standard is not harmonized and CE marking is not possible. But T.C. It is stated in the letter sent to us that the products within the scope of TS EN 197-5 by the Ministry of Environment, Urbanization and Climate Change can be presented to the market by obtaining the Conformity Assessment and G Certificate under the “Regulation on the Criteria to which Construction Materials Will Be Subject”. CPC Certification carries out conformity assessment activities in this field by taking the TS EN 197-5 standard into the scope of “Conformity Assessment Organization”.

Table published in Annex 5 of the Communiqué amending the Communiqué (mhg/2017-13) on the reaction classes of building materials, fire resistance of building elements, external fire performance of roofs and roof coverings, within the scope of Construction Materials Regulation (305/2011/ ab). Reaction to fire classes declared within the specified conditions can be used without the need for testing the building materials, which have been published and whose reaction to fire performance classes have been revealed.
The communiqué on the publication of technical specifications to be applied within the scope of the building materials regulation (305/2011/EU) published in the official gazette dated 2/4/2018 and numbered 30389 (communiqué no: MHG/2018- 02) has been repealed.
Regarding the announcement of the harmonized technical specifications to be implemented within the scope of the building materials regulation (305/2011/ab) and the changes made in the communiqué regarding the co-existence period, there are revisions in the information about the affixing of the CE marking to the product and the harmonized standards before and after the co-existence period.
With in the regulation on making changes in the building materials regulation (305/2011/ab); It has been determined that additions and revisions have been made in the articles of “product contact point, harmonized standards, publication, notification application, notification procedure and notified body identification number”.
It is a very important point to follow the standards, regulations, etc. that are revised and/or published in our country and integrate them into our lives.
